Port Wallace Development News

The Port Wallace development has progressed through years of planning, public consultation, and regulatory approvals. Below is a timeline of the most significant news items, from the earliest planning stages through to the most recent milestones.

May 2025 — Development Agreement Amendments Approved

The Minister approves amendments to the Port Wallace development agreement, allowing greater flexibility in phasing and infrastructure location. These amendments give the developer more room to sequence construction in response to market conditions and infrastructure readiness, helping to ensure the community can grow at a sustainable pace while adapting to practical realities on the ground. The amendments were made under the province's Special Planning Area authority.

2024 — Clayton Developments Submits Phasing Amendment

Clayton Developments files planning application PLANAPP 2024-00435 to amend phasing and subdivision requirements at 220 Avenue Du Portage. The application seeks to adjust the original phasing plan for the Port Wallace development, modifying how and when different sections of the community will be built out. This is a standard step in large-scale developments, where the original plan must be adapted as engineering work progresses and market conditions evolve.

January 2023 — Development Agreement Signed

A major milestone for Port Wallace. On January 31, 2023, the Minister approves the development agreement between HRM and the landowners, establishing the legal framework for how the community will be built. Days earlier, on January 26, the Minister also approved amendments to HRM's Municipal Planning Strategy and Land Use By-law to accommodate the Port Wallace development. Together, these approvals clear the path for detailed engineering, subdivision, and construction to begin.

March 2022 — Port Wallace Designated Special Planning Area

The Province of Nova Scotia designates Port Wallace as one of nine Special Planning Areas (SPAs) in HRM under the Housing in the Halifax Regional Municipality Act. Regulation N.S. Reg. 61/2022, signed by Minister John Lohr, transfers planning authority for Port Wallace from HRM Regional Council to the provincial Minister. This designation is intended to accelerate housing development in key growth areas across the municipality by streamlining the approvals process and removing potential delays at the municipal council level.

2018 — Master Infrastructure Study Complete

A comprehensive master infrastructure study is completed for the Port Wallace area, covering water supply, sanitary sewer, stormwater management, and transportation requirements. This study provides the engineering foundation for the development, identifying what infrastructure must be built and how it will connect to existing HRM systems. The study's findings shape the design of roads, pipes, and services that will support up to 4,900 residential units and associated commercial and institutional uses.

2014 — Regional Council Initiates Planning

HRM Regional Council formally begins the planning process for Port Wallace. A Port Wallace Public Participation Committee is established to gather community input and guide the planning process. In the same period, Regional Development Charges are approved by the Nova Scotia Utility and Review Board (NSUARB), creating a funding mechanism for the infrastructure needed to support growth in the area. This marks the beginning of Port Wallace's transition from undeveloped land to a planned community.
